## Description

Notice of Intent to Award / Sole Source (Below SAT) In accordance with (FAR) 13.106-1(b)(1)(i), the Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility, Chinle, Arizona 86503 intends to award a non-competitive, sole sourced purchase order to WELCH ALLYN, INC for department Nursing Informatics EHR MU to upgrade the electrocardiogram (ECG) and other medical device(s) using middleware software due to the current version of cardio server will be outdated and unsupported by the vendor.

The newer updated version of Cardio Server is needed so that Nursing Informatics can continue to store and manage patient EKGs, Pulmonary Function Tests, and Cardiac Stress tests electronically. Electronic management of EKGs, PFTs, and CST reduces the possibility of losing paper and promotes centralization and quick access for clinicians to view in a timely manner. Having the proposed vendors’ support is important and essential helping Nursing Informatics manage the software application.

The anticipated period of performance is from the date of award to one year from the date of award for the software upgrade and support services. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 513210 – Software Publisher with a small business size standard of $47 million.

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure that there is no interruption in services that could impact direct patient care. In summary, the Chinle Service Unit has acquired and installed Cardio Server by the proposed vendor to facilitate management of the electronic documentation and reading of 12-Lead Electrocardiographs (ECG), Pulmonary Functionary Function Tests, and Cardiac Stress Tests.

The software acts as a middleware between the devices and device software with our Electronic Health Record by providing a platform for the interpreting provider to document their interpretation and also provides automated historical ECG, PFT, and CST comparison when available to the interpreting provider. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
