This acquisition will be processed IAW FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1) The Contractor shall provide all labor, material and equipment necessary to perform these services. The intent is to complete a sole source award directly to Tuscarora Health Center, Niagara Falls Memorial Medical Center. Non-Tribal member access to the Tuscarora Territory is limited to Niagara Falls Memorial Health Center Employees. Due to how the Tuscarora Health Center is uniquely sutiated within the community, This Sole Source will allow IHS to provide Lockport Service Unit patients access to direct resources where follow-up care can be provided. All inquiries received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than stated above. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
