## Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ) # IHS1491506. Submit only written quotes for this RFQ.

This solicitation is 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02. The associated NAICS code is 513210. This RFQ contains Five (5) Line Item: CLIN DESCRIPTION TOTAL YEARLY HOURS UNIT Unit HOURLY Price TOTAL 0001 05/15/2024 – 05/14/2025 – BASE YEAR – The contractor shall provide online nursing reference subscription according to the attached Statement of Work.

1 HOUR 0002 05/15/2025 – 05/14/2026 – OPTION YEAR ONE – The contractor shall provide online nursing reference subscription according to the attached Statement of Work. 1 EACH 0003 05/15/2026 – 05/14/2027 – OPTION YEAR TWO – The contractor shall provide online nursing reference subscription according to the attached Statement of Work. 1 EACH 0004 05/15/2027 – 05/14/2028 – OPTION YEAR THREE – The contractor shall provide online nursing reference subscription according to the attached Statement of Work. 1 EACH 0005 05/15/2028 – 05/14/2029 – OPTION YEAR FOUR – The contractor shall provide online nursing reference subscription according to the attached Statement of Work.

**Evaluation:**

FAR 52.212-2 Evaluation -- Commercial Items (completed as follows): (a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable The contractor shall provide a subscription (term is used interchangeably with software) consisting of the following:

• Access to no less than: o 1,200 nursing and allied health titles o 1,000 full text journals • Easy to use search function with a basic and advanced search • Accessibility and compatibility on mobile devices, such as smartphones and tablets The content should feature the following types of information: • Evidence-based information, specifically for nursing practice • Quick reference guides outlining the necessary steps to complete a specific nursing task o Including information regarding the why and how the skill should be performed, along with a definition of the skill • Checklists that can be used to document a nurse's skill competency • Videos and images of demonstrating how to perform nursing skills or procedures • Clinical education about diseases o Including an explanation of the disease, signs and symptoms, routine diagnostic tests and interventions • Evidence-Based Practice information regarding diseases and conditions, along with best treatment practices • Nursing Management topics that provide support for overseeing the unit workflow, organization operations, process improvement, cost reduction and accreditation compliance • Information to help nurses provide care that is culturally sensitive • Drug Information including searchable drug information covering trade and generic drugs, drug classes, IV therapy tips and home care tips • Patient Education Handouts that can have individualized notes added o Available in multiple languages that are easy to read with detailed colored illustrations • Continuing Education Modules that are developed by an accredited continuing education who is accredited by American Nurses Credentialing Center (ANCC) and the International Association for Continuing Education and Training (IACET) • Nursing E-books including but not limited to Laboratory & Diagnostic Tests with Nursing Implications; Medical Dictionary; Drug Guide for Nurses; AHFS Drug Information VENDORS SUBMITTING OR EQUAL ITEMS MUST SUBMIT DESCRIPTITVE LITERATURE SHOWING HOW THEIR PRODUCT MEETS OR EXCEEDS THE REQUIREMENTS BEING SOLICITED This solicitation will result in a firm fixed price purchase order pursuant to the terms and conditions below. Terms and conditions other than those stated will not be accepted. The above pricing is all inclusive.
