## Description

Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued an Invitation for International Bidding (IFIB) for contractor support to the Task Force X Maritime Autonomous Systems (MAS) Fleet. The intention is to assemble a fleet of MAS, to be designated as Task Force X, to augment existing NATO maritime capabilities. This includes surface, underwater, and aerial systems.

Optionally there is a requirement to establish a smaller fleet, that includes attritable MAS, to participate in the NATO Dynamic Messenger exercise. Industry will provide full services, including but not limited to the MAS, logistical support, operation, maintenance, and transportation. All personnel supporting this contract must be a citizen of a NATO member nation. This is a firm fixed price deliverables contract.

HQ SACT will not accept supplier proposals prepared, in whole or in part, by means of generative artificial-intelligence (AI) tools, including and without limitation to chatbots, such as Chat Generative Pre-Trained Transformer (Chat GPT), or other language generating tools. HQ SACT reserves the right to screen applications to identify the use of such tools.

All applications prepared, in whole or in part, by means of such generative or creative AI applications may be rejected without further consideration at HQ SACT’s sole discretion, and HQ SACT reserves the right to take further steps in such cases as appropriate Bids shall be received at HQ SACT no later than 26 March 2025, 9:00 am, ET. No bids shall be accepted after this time and date. No hard copy proposals will be accepted.

In lieu of a bidders’ conference, HQ SACT invites bidders to submit initial technical questions no later than 05 March 2025. BIDDING DOCUMENTS Please see attached.
