Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO ICB, and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. Contractor personnel performing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in a related field, and meet applicable criteria for a personal security clearance. The reference for the IFIB is IFIB-ACT-JFTC-24-88 and all correspondence regarding the IFIB should include that reference. **Type of Contract:** Level of Effort / Firm Fixed Price Partial Bidding is authorized. REQUIREMENT Following the ambition of the NATO 2030 agenda and the Bi-SC Command intent to increase JFTC support for the tactical training of the NATO response corps and to improve JFTC’s interoperability and military effectiveness, JFTC needs to expand its workforce. The contractors will help meet the critical requirement of having a proper mix of expertise and knowledge. The following SMEs will be required for the resulting contract/s: - Finance and Accounting Specialist - Business Continuity / Risk Management Subject Matter Expert - Security Accreditation Subject Matter Expert - MEL/MIL Chief Content Subject Matter Expert - Information Knowledge Management Specialist BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.
