**Background:** The 59th Medical Wing (59MDW) Science and Technology (ST) office in support of Defense Health Agency (DHA) and Headquarters United States Air Force Surgeon General (HQ USAF/SG) is seeking information in the form of detailed capability statements and other documentation as requested below from Small Business, Section 8(a) vendors only with the potential to fully meet the requirements for technical and professional support services supporting the 59 MDW’s Science Technology and Research Team (START) and Technical Clinical Team (TRCT) in accordance with the attached DRAFT Performance Work Statements (PWS) for the Base IDIQ Contract and the first Task Order to be issued immediately after Contract award.

The 59 MDW ST office advises and conducts clinical and translational research under the guidance of the Air Force Surgeon General (AF/SG), the Secretary of the Air Force (SAF), Air Force Chief of Staff, and the Office of Assistant Secretary of Defense for Health Affairs (ASD/HA) on matters pertaining to the medical aspects of the Air Expeditionary Force and the health of Air Force (AF) personnel and beneficiaries.

In order to support the required research, ST offices conduct translational research in the areas of emergency medical care, combat casualty care, force health protection, restorative medicine, clinical and rehabilitative medicine, and specialty centers.

This 59 MDW requirement includes technical and professional services in support of DHA and the Air Force Medical Service clinical and translational research activities in all capacities ranging from providing personnel services to developing research execution plans and protocols, including consultation, support, and/or execution services on all aspects of the Research and Development process from concept development through FDA approval and market/field introduction.

Potential vendor will support the 59 MDW with operations located within the continental United States (CONUS) and throughout Joint Base San Antonio in the following program areas: Expeditionary Medicine, Operational Medicine, Force Health Protection (FHP), Human Performance, En Route Care (EC), General Support Services, and Program Management.
