## Description

This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 808 Schreider Street, Fort Detrick, Maryland, 21702, to award a sole source contract to ParvoMedics, Inc. under the statutory authority 13.501(a). This contract is for the purchase of a ParvoMedics TrueOne 2400 metabolic measurement system for use at the US Army Research Institute of Environmental Medicine (USARIEM).

The Military Performance Division at the US Army Research Institute of Environmental Medicine (USARIEM) conducts research aiming to explain requirements for optimizing Warfighter performance and health in all environments. Ongoing research includes efforts to investigate interactions between military stress and performance. These studies seek to demonstrate how military operations, field deployments affect Warfighter body composition, and subsequent Warfighter performance.

USARIEM is seeking to purchase a ParvoMedics TrueOne 2400 metabolic measurement system to measure indirect calorimetry, oxygen consumption, carbon dioxide production, resting energy expenditure, maximal oxygen consumption, peak oxygen consumption, and or any respiratory test that requires respiratory exchange ratios. Only ParvoMedics metabolic systems can meet government requirements, as they have been identified as the only source for the TrueOne 2400 metabolic measurement system.

ParvoMedics has no authorized resellers for this system. All the systems currently being used for research protocols must measure the same variables in an identical manner. We need to purchase from ParvoMedics to ensure continuity and reduce variability between data sets, as this system is the only one used for data collection in other protocols across the institute.

This ensures efficiency and expeditious data collection, limits variability and maintains scientific integrity through the course of ongoing multi-year research studies. This equipment will be used in a study looking to assess the physical readiness and return to duty status of Servicemembers following surgery by measures aerobic capacity pre- and post-operation. The measurements made using this device must harmonize with current research in order to allow comparisons within data collected.

Failure to obtain these metabolic systems would result in delayed research efforts, and the inability to perform necessary tests to improve soldier performance, mitigate risk and assess return-to-duty status. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis.

This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
