The requirement is for Laboratory Mail-Out Services: Expedited Viral Identification by Polymerase Chain Reaction (PCR) Procedures and Pathology Studies and Ancillary Tests. The procurement of Polymerase Chain Reaction (PCR) services and/or highly specialized, expedited electron microscopy services is on behalf of Naval Medical Center San Diego for the purposes diagnosing the presence of viruses or bacteria within an expedited manner. The Government intends to negotiate solely with Rady Children’s Hospital – San Diego under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements and FAR Part 12, Acquisition of Commercial Products and Commercial Services apply. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.
