REQUEST FOR INFORMATION #HT941024RFI0010 DONOR TESTING FOR THE BLOOD DONOR CENTER, NAVAL MEDICAL CENTER SAN DIEGO DEFENSE HEALTH AGENCY CONTRACTING ACTIVITY (DHACA) HEALTHCARE CONTRACTING DIVISION – WEST (HCD-W) 1.0 Description 1.1 The purpose of this Request for Information (RFI) notice is to conduct market research to determine if responsible sources exist to meet the requirement IAW PWS.

1.2 The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division (HCD-W) - San Diego, California, is seeking potential sources to provide provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform donor testing the Blood Donor Center at NMRTC San Diego as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. 1.3 Military Treatment Facilities (MTFs) located Continental United States (U.S) (CONUS) covered by Network 2 is:

1.3.1 U.S. Naval Medical Center San Diego (NMCSD) 34800 Bob Wilson Dr, San Diego, CA 92134 1.4 The potential North American Industry Classification System (NAICS) Code is:

• 621511 – Medical Laboratories 1.4 This is a RFI only as described in paragraph 6.1 of this request. 1.5 Information gained through this RFI will be used to further refine DHA requirements. All information received may be used to determine an appropriate acquisition plan and strategy for possible future acquisitions; a solicitation(s) has not been developed at this time.

2.0 Background 2.1 Testing donors for transfusion transmissible infections (TTI) is a key component of the process of providing safe, pure, and potent products for Naval Medical Center San Diego, as well as, to the Department of Defense in support of service men and women conducting operational missions around the world, Retiree and Dependent communities.

NMCSD Blood Donor Center is required by the FDA to test all blood products collected and manufactured for blood typing, antibody screen, and transfusion transmissible diseases (TTD) prior to releasing the blood products to world-wide circulation for transfusion. 3.0 Requested Information The Government is seeking vendors that meet the requirements IAW to the PWS attached.

Vendors MUST meet the following objectives: FDA-licensed blood typing, antibody screen, anti-hemmaglutinin titers (for Group O only), and transfusion-transmitted disease testing for all blood donors Confirmatory testing as needed Vendor will provide transportation of specimens from San Diego Airport to place of testing Require a facility equipped with the infrastructure to test approximately 9,000 donors per year, does not require shipment by FedEx, and provides the testing below to include all confirmatory tests as describes in the PWS:

**Antibodies for:** HIV-1/2, HTLV-I/II, HBsAg, HCV, HBc, and T. cruzi (chagas) Nucleic Acid Testing (NAT) for: HIV/HCV/HBV (Pooled), WNV (Pooled), Babesia (Pooled) ABO/Rh, Antibody Screen, Syphilis, CMV Anti-A/Anti-B Antibody Titers 1:256 HLA-1,2 for TRALI mitigation West Nile Virus (by Individual Donor Screening as required by local public health authorities) 4.0 Responses 4.1 Please provide a capability statement that outlines your company’s ability to meet the requirements outlined above in Paragraph 3. 4.2 Contracting Office: DHACA, HCD - W 4.3 The Government will only review responses captured through this RFI.

Completing this will allow DHA to collect the name, phone number, and e-mail address of a company representative who the Government may (or may not) contact for additional information. Please note that an email address can only respond to the survey once. 4.4 Responses to this RFI are due by 12:00 PM Pacific on 26 August 2024 by email to:

jane.v.pamintuan.civ@health.mil All responses will be reviewed and assessed by DHACA, HCD-W staff. Each of the responses will be maintained by the DHA as a source of market research information and published on an internal SharePoint site. Any response submitted for this RFI constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors. No information will be disclosed outside DHA.

Submissions to this RFI is deemed to be DHA property which shall not be returned to sender. 5.0 Industry Discussion 5.1 Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Questions submitted regarding this RFI will not be accepted or acknowledged nor will there be a response. Individual capability briefs will not be accepted. 6.0 Summary 6.1 THIS IS A REQUEST FOR INFORMATION ONLY.

This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the DHA is not, at this time, seeking proposals and will not accept unsolicited proposals.

Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.

**CONFIDENTIALITY:** Do not include proprietary, classified, confidential, or sensitive information in your response. Industry responses will be shared with DHA staff for the purpose of market research.
