The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm fixed price supply purchase order (PO) contract with a base and four option periods for cost-per-reportable-results (CPRR) reagents, controls, and consumables for urine chemistry and urine microscopy testing utilized by Naval Medical Center San Diego (NMCSD) to contractor Sysmex America, Inc. to provide the UN9000-122 Integrated Urinalysis System, in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: Sysmex America, Inc. 577 Aptakisic Rd. Lincolnshire, IL 60069-4325, United States SAM UEI: RCK2KP74XJF1 The North American Industry Classification System (NAICS) code for this requirement is 334516 – Analytical Laboratory Instrument Manufacturing; the business size standard is 1,000 number of employees. The Product Service Code (PSC) is 6630 – Chemical Analysis Instruments. The objective of this sole source award is to establish a five (5) year PO contract for CPPR supply delivery to perform urine testing with an inclusion of a lease of two urine analyzers, training, warranty, technical and maintenance support, and other related services to the equipment at NMCSD, Laboratory Department. Based on market research, it has been determined that Sysmex America, Inc. is the only source that can meet the Government’s minimum requirements to provide UN9000-122 Integrated Urinalysis System with flow cytometry urinalysis system when performing urine testing for NMCSD. Estimated Delivery Dates: Base Period: 30 Sep 2025 Option Period 1: 30 Sep 2026 Option Period 2: 30 Sep 2027 Option Period 3: 30 Sep 2028 Option Period 4: 30 Sep 2029 This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required installation service for NMCSD. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
