The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHOCD), intends to award a firm fixed price service contract to for contractor Spectrum Enterprise (Charter Communications Operating LLC) to provide cable and Internet services at Navy Environmental and Preventive Medicine Unit 6 (NEMPU-6), in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: Spectrum Enterprise Dba Charter Communications Operating LLC 12405 Powerscourt Dr. St Louis, MO 63131 USA The North American Industry Classification System (NAICS) code for this requirement is 516210 - Media Streaming Distribution Services, Social Networks, and other Media Networks and Content Providers; the business size standard is $47 million. The Product Service Code (PSC) is DG10 - IT and Telecom-Network Support as a Service. The objective of this sole source award is to purchase cable and Internet service from Spectrum Enterprise for Navy Environmental and Preventive Medicine Unit 6 (NEPMU-6). Spectrum Enterprise currently provides cable and Internet service for NEPMU-6 and is the only authorized provider for NEPMU6 and Joint Base Pearl Harbor. The purpose of this contract is to purchase cable and Internet service from Spectrum Enterprise on sole source basis. Supplies/services include: BC Broadband 200M x 10M – Coax internet services Static IP – Internet protocol address Standard Cable – Video Services High Definition Pak – HD channel for video service Digital Variety Pak – Video Package with additional channels The contractor shall accomplish: Spectrum Enterprise shall provide ongoing internet and cable service, to include troubleshooting and servicing of the equipment as needed via phone or in person. Spectrum shall also provide customer service solutions when required. Channels to be provided are in accordance with the companies Digital Channel Lineup as of May 2018 for Oahu for the Standard TV, HD Entertainment Pak, and Digital Variety Pak. Period of Performance: 1 July 2024 through 30 June 2029 Spectrum Enterprise is the only source that can meet the Government’s minimum requirements to provide cable and Internet service at Navy Environmental and Preventive Medicine Unit 6. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required installation service for NEPMU-6. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
