The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division WHO-CD), San Diego, intends to negotiate and award a firm fixed price Blanket Purchase Agreement (BPA) for Tosoh urine sample consumables and reagents (AIA-PACK BMG Calibrator Set, AIA-PACK BMG Sample Diluting Solution Concentrate, AIA-PACK BMG Test Cups, AIA-PACK Substrate Set II, AIA-PACK Wash Concentrate, AIA-PACK Diluent Concentrate and AIA-PACK Detector Standardization Test Cups) that are the only consumables and reagents compatible with the Tosoh Automated Immunoassay Analyzer (AIA) 360 in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: TOSOH BIOSCIENCE, INC. 6000 Shoreline Ct., Ste. 101 South San Francisco, California 94080-7606, United States The North American Industry Classification System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing; the business size standard is 1000 (in number of employees). The Product Service Code (PSC) is 6550 In-Vitro Diagnostic Substances, Reagents, Test Kits and Sets. The objective of this sole source award is to establish a BPA to provide consumables and reagents for the Tosoh AIA-360 equipment utilized by the Navy Environmental and Preventive Medicine Unit Five (NEPMU-5) Industrial Hygiene Laboratory for analysis of beta-2-microglobulin in urine samples. The anticipated ordering period is for one base year and four option years (1 May 2024 – 30 April 2029). Delivery location: NEPMU-5, Industrial Hygiene Laboratory located at 3235 Albacore Alley, San Diego, CA 92136. Based on market research and previous acquisition history, it has been determined that Tosoh Bioscience, Inc. is the only source that can meet the Government’s minimum requirements to provide compatible urine testing consumables and reagents for the Tosoh Bioscience, Inc. AIA-360 equipment. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required test reagents compatible with the Tosoh AIA-360. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
