## Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice and FAR 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HT940624R0001.

The solicitation is issued as a Request for Proposal (RFP). Provisions and clauses in effect through Federal Acquisition Circular 2024-01 are incorporated. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: https://www.acquisition.gov/. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of $1,000.

This requirement is being procured via full and open competition. The Naval Medical Center Portsmouth, VA (NMCP) has a requirement for a firm fixed price contract the Lease of two (2)-Coagulation/Hemostasis Systems, Cost-Per-Reportable Agreement, Consumables (reagents) and Maintenance Support Services. The solicitation will result in one (1) firm fixed price contract. The estimated period of performance is outlined below:

**Base Period:** 01 April 2024 to 31 March 2025 Option Period 1: 01 April 2025 to 31 March 2026 Option Period 2: 01 April 2026 to 31 March 2027 Option Period 3: 01 April 2027 to 31 March 2028 Option Period 4: 01 April 2028 to 31 March 2029 The Defense Health Agency (DHA) Southeastern Contracting Division (SEM-CD) requests responses from qualified sources capable of providing services outlined in the PWS.
