**Update 23 July:** Due to the amount of questions received, and time to answer, proposal submission is extended until 11 Aug 25. Questions and answers will be posted to this announcement as soon as possible. The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), is intends to issue a competitive small business set-aside for Theater Blood-Mobile (TBLD-M) Continuous Improvement, Enhancement, Testing and Fielding, Maintenance and Support in accordance with the attached Request for Proposal and attached documents.
