1. GENERAL INFORMATION & DESCRIPTION

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and utilizes the simplified procedures authorized under FAR Subpart 13.5 (Simplified Procedures for Certain Commercial Items). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

This acquisition is issued as a Request for Quotes (RFQ) under RFQ number HT0014-26-Q-E054. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 / Defense Federal Acquisition Regulation Supplement (DFARS) current edition.

This procurement is 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 334510 (size standard: 1,250 employees). Only businesses certified by the Small Business Administration (SBA) in the Veteran Small Business Certification (VetCert) program at the time of quote submission and award are eligible to compete. The Nonmanufacturer Rule (13 CFR 121.406 / FAR 52.219-33) applies.

Quoters must provide an official, current letter signed by Lumenis Be, Inc. confirming that the offeror is an authorized distributor/reseller entitled to furnish the specified systems, provide genuine OEM parts, and guarantee full factory warranty and OEM-certified service backing.

2. CONTRACT LINE-ITEM NUMBER (CLIN) SCHEDULE

The Government intends to award a single Firm-Fixed-Price (FFP) contract resulting from this solicitation.

3. SALIENT CHARACTERISTICS (FAR 52.211-6: BRAND NAME OR EQUAL)

The White House Medical Unit requires two (2) multi-application dermatological laser/light console platforms to deliver advanced cutaneous, vascular, pigmented lesion, and skin resurfacing treatment. The baseline performance is established by the Lumenis BE Stellar M22 Platform System.

Any offeror proposing an "Equal" product must provide technical documentation, engineering specifications, and descriptive literature verifying that the offered system satisfies every salient characteristic listed below:

5. INSTRUCTIONS TO OFFERORS & SUBMISSION DEADLINE

Submissions must include:

	Socioeconomic Proof: SBA VetCert certification letter or official profile verification showing active SDVOSB certification under NAICS 334510.

	Technical Submission: Product literature, technical cut-sheets, FDA 510(k) documentation, and (if quoting an "Equal" product) an itemized Salient Characteristics Compliance Matrix.

	Price Quote: Total proposed price evaluated as the aggregate sum of the base equipment and all post-warranty maintenance option periods.

6. EVALUATION FACTORS (LOWEST PRICE TECHNICALLY ACCEPTABLE)

Award will be made to the responsible offeror whose quotation conforms to all solicitation terms and conditions and represents the Lowest Price Technically Acceptable (LPTA):

	Socioeconomic Eligibility (Pass/Fail): Valid SBA VetCert SDVOSB certification under NAICS 334510 and NMR compliance.

	Technical Acceptability (Pass/Fail): Conformance to all salient characteristics in Section 3 and delivery capability within 30 days ARO.

	Price: For all quotes deemed Technically Acceptable, the Government will evaluate total price for reasonableness. Total evaluated price will be calculated as the sum of CLINs 0001, 1002 and 2002.
