Synopsis:** This synopsis is in accordance with Far Part 5, is a Notice of Intent to award a sole source modification to contract HT001124C0004. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Defense Health Agency (DHA) intends amend the current J&A and award a sole source contract modification to Contract HT001124C0004 with Cox Subscriptions, Inc. to furnish the following proprietary journal titles: Journal Title eISSN Blood 0006-4971 British Journal of Anaesthesia 0007-0912 JACC: **Cardiovascular Imaging 1936-878X JACC:** **Cardiovascular Interventions 1936-8798 JACC:** **Clinical Electrophysiology 2405-500X JACC:** Heart Failure 2213-1779 Journal of the American College of Cardiology 0735-1097 2. Background: This Individual Justification is submitted for contract modification to Contract HT001124C0004 to add the above listed seven (7) journals. These journals contain proprietary information from the publisher Elsevier and include online medical, surgical, nursing, dental, and allied health topics. This contract modification will be Firm-Fixed price. Additionally, this contemplated contract modification would be awarded to small business, Cox Subscriptions, Inc, the only reseller, other than the publisher, Elsevier, to meet the DHA small business goals. 3. Description DHA seeks to award a contract modification for the above listed seven (7) online journals. These proprietary publications are used in patient care and research and are incorporated into curricula of graduate medical education and dental education programs. DHA requires the most current editions of the Elsevier books and access to ahead-of-print articles and supplemental material from the journals. DHA also requires continuing education credit. 4. NAICS Code. The North American Industry Classification System Code (NAICS) for this requirement is 519290 with the size standard of 1,000 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is DA10. This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 15 Procedures in accordance with FAR Part 12. 5. Submission Instructions: Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
