## Description

In accordance with FAR 5.203(a) The Defense Counterintelligence and Security Agency, on behalf of the Office of the Undersecretary of Defense for Intelligence and Security OUSD(I&S), intends to award a sole source cost contract in the amount of ~$5,700,000.00 with a three year period of performance to the University of Maryland's (UMD) Applied Research Laboratory for Intelligence and Security (ARLIS), which is a University Affiliated Research Center (UARC).

Under this contract, the UMD will conduct unclassified and classified research in the human domain, intersecting human and social sciences and advanced technologies working in collaboration with operational expertise. The research will be responsive to the requirements collected, documented, and prioritized by United States Government (USG) intelligence and security professionals.

With this contract, ARLIS will share knowledge, conduct independent evaluations, and research and develop solutions required to support and advance Government intelligence and security missions. This notice is not a request for competitive quotes and no solicitation document exists for this requirement; however, responsible sources may submit a capability statement that includes sufficient detail and convincing evidence that clearly demonstrates the capability to perform the tasks identified within this notice.

All capability statements submitted by the due date and time shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Requests for additional information or submissions that only ask questions will not be considered as an affirmative response.

Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement or a sole source procurement is in the best interest of the Government.
