## Description

This is a notice of the Government’s intent to solicit from a single source for a two-day leadership program for approximately 35 Industrial Security (IS) senior leadership personnel. The Industrial Security Directorate’s Senior Leadership Meeting (ISD-SLAM) is scheduled for 28 and 29 August 2024 to accommodate the senior executive’s calendar availability. DCSA intends to solicit and award a sole-source firm-fixed-price contract to University of Virginia Darden Foundation Executive Education and Lifelong Learning.

The contractor shall provide a training agenda tailored to meet the specific needs of the directorate’s senior leaders, focused on experiential training exercises focused on personality and group dynamics, efficiency, effectiveness, and interpersonal communication. Additionally, on the second day of training, workshop breakouts and specialized trainings will be performed related to the key requirements for strategic execution in a volatile, uncertain, complex, and ambiguous (VUCA) world.

The authority for this action is Federal Acquisition Regulation (FAR) 13.106-1(b) which states, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The identified contractor is the only reasonable provider for these services.
