DCSA intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.106-1(b)(1)(i). This is a notice of intent to award a sole source procurement action. This notice is not a request for competitive quotations, proposals, or bids. The intent of this notice is for informational purposes only. Responses to this notice, if any, must show clear and convincing evidence that a competition would be advantageous to the government. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
