The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate on a non-competitive basis with Carahsoft Technology Corporation (Carahsoft) 11493 Sunset Hills Rd Suite 100, Reston, VA 20190, for the procurement of an Enterprise License Agreement for ServiceNow. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Carahsoft. Market research conducted by PMO ESD determined that only ServiceNow can provide all the workflow management requirements/functionalities required by DCSA in one integrated solution and includes integration with DISA’s PKI Solution. Utilization of alternative cloud computing platforms to help DCSA manage digital workflows for enterprise operations would cause a substantial duplication of costs to the Agency that is not expected to be recovered through competition..
