## Description

This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate on a non-competitive basis with Carahsoft Technology Corporation (Carahsoft) 11493 Sunset Hills Rd Suite 100, Reston, VA 20190, for the procurement of an Enterprise License Agreement for ServiceNow.

Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Carahsoft. Market research conducted by PMO ESD determined that only ServiceNow can provide all the workflow management requirements/functionalities required by DCSA in one integrated solution and includes integration with DISA’s PKI Solution.

Utilization of alternative cloud computing platforms to help DCSA manage digital workflows for enterprise operations would cause a substantial duplication of costs to the Agency that is not expected to be recovered through competition.. This is a sole source notice published for informational purposes only and not a request for competitive proposals.

However, all responsible sources may submit their technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by DCSA. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. - Kevin O'Shaughnessy - Kevin.OShaughnessy3.Civ@Mail.Mil
