## Description

The Defense Commissary Agency (DeCA) is seeking information from qualified vendors regarding the capabilities and availability of a commercial off-the-shelf (COTS) or software-as-a-service (SaaS) Integrated Facilities and Project Management System (IFPMS). DeCA manages a global infrastructure of commissary facilities that require coordinated planning, construction, maintenance, and sustainability oversight.

Existing systems are functionally fragmented, limiting enterprise-wide visibility, compliance, and operational efficiency. DeCA is interested in consolidating multiple legacy functions into an integrated platform that supports secure, interoperable, and data-driven management of projects, facilities, engineering budgets, service requests, and sustainability initiatives.
