NAVSUP FLC Philadelphia intends to solicit on other than full and open competition basis for the Ex-Libris Integrated Library System products on the attached equipment list. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.501(a). The government intends to solicit and negotiate with authorized resellers of Ex-Libris, who hold the proprietary information for their Ex-Libris Integrate Library System Software that is FEDRAMP Certified and its associated ancillary equipment and software, on a sole source basis. The requirement is for Ex-Libris Integrated Library System equipment solution for deployment throughout the campus at National Defense University (NDU) and for its accessories currently in use at NDU. The National Defense University (NDU) is procuring the following supplies and services for support: ExLibris Alma/Primo and Digital, which provides a FEDRAMP-approved unified Library Services Platform (LSP) for the NDU as an academic research library requiring a fully integrated platform consisting of an Integrated Library System (ILS), a Discovery Layer for books, periodical articles, and ebooks, a Digital Asset Management System (DAMS) and link resolvers to provide full-text articles with one click. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received within five days after the date of publication of this request for information - RFI. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received.
