## Description

Under the authority of FAR 6.302-1, National Geospatial-Intelligence Agency (NGA) awarded a sole source contract extension under the iStoRE contract (HM157214C0002) for up to (9) nine-months comprising of a (6) six-month base period and one (3) three-month optional period. The present contractor, BAE Systems, is the only vendor capable of continuing the highly specialized services required to maintain the iSToRE program without incurring a break in service.

A successful transition to the new contractor cannot be obtained without this sole source extension.

An award to any other contractor at this time would negatively impact the NGA’s operational mission resulting in; 1) Substantial delay in currently planned operational capabilities resulting in negative impacts across the Intelligence Community (IC) and the greater Department of Defense (DoD) community, 2) Negative impacts to the greater IC and Agency Enterprise capability testing schedule that require mandatory Program participation, 3) Serious and unacceptable delays in fulfilling the agency’s requirements.

The iSToRE contract was awarded in the fall of 2014 through a competitive source selection and included a base period (12-months) and seven (12-month) option periods. The proposed work under this extension is a continuation of work currently being performed under the contract to sustain the baseline software. BAE will maintain the current software in order for Government agencies to continue required end-to-end testing. In order for the test to run, the iSToRE software needs to be operational (i.e. have authority to operate), to meet the Government’s requirements for the test.
