However, any responsible source that believes it can meet the RTS Inc 5 requirements may submit a capability statement demonstrating its ability to comply with the requirement, which the agency will consider. The capability statement must be sufficiently detailed and include supporting evidence. The agency will make a determination on whether to compete the proposed procurement based on the responses received, which is solely within the government's discretion.
