\n\nThe Consolidated Appropriations Act, signed into law on December 27, 2020, includes Division BB, Section 109, “Reports,” which requires the Secretary of Health and Human Services, in consultation with the Federal Trade Commission (FTC) and Attorney General (AG) to conduct a study on the effects of the No Surprises Act provisions addressing surprise medical billing on: patterns of vertical or horizontal integration of health care facilities, providers, group health plans, or health insurance issuers, overall health care costs, and access to health care items and services. HHS has assigned this Report to ASPE. The initial Report to Congress was due January 1, 2023 with subsequent annual reports for the following 4 years.

To do that it needs accurate, detailed (at both the geographic and product level) data on enrollment in different health insurance plans over time. The dataset provides enrollment at the county/state] level for commercial (both fully and self-insured), Medicaid, Medicare, and Medicare Advantage], covering all U.S. counties for 2026.
