BOTTOM LINE UP FRONT (BLUF) The Department of the Air Force, specifically the 66th Civil Engineer Squadron (66 CES) at Hanscom Air Force Base (AFB), Massachusetts, is publishing this Umbrella Program Notice to announce the establishment of Hanscom’s Execution & Rapid Operations (HERO) acquisition framework. PROGRAM STRUCTURE & TIMELINE Rather than a single, one-off project solicitation, this Notice establishes the HERO Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella. Each independent AOI will outline: The specific facility construction, repair, or modernization project requirements. The exact response date, time, and instructions for submitting Solution Briefs.
