## Description

1. General Notice & Statutory Authority

This Special Notice is published in accordance with Revolutionary FAR Overhaul (RFO) framework, including RFO FAR Part 5.1 (Publicizing Contract Actions) and RFO FAR 15.101 (Early Exchanges with Industry).

The United States Coast Guard (USCG) is conducting market research and early industry engagement to refine requirements, assess industry capabilities, evaluate integration risks, and inform its acquisition strategy for two major engineering modernization packages aboard USCGC HEALY (WAGB-20). The prototype installations for these efforts are planned for the vessel's FY2028 Maintenance Availability.

This notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP).

2. Scope of Requirements

The Government is seeking industry feedback on the following two distinct work packages:

Requirement 1

Deaerating Feed Tank (DFT), Feedwater Treatment, & Boiler Controls

&bull; Design, furnish, and install one (1) new Deaerating Feed Tank (DFT) and associated feedwater treatment system.

&bull; Renew the existing obsolete boiler Programmable Logic Controller (PLC) and burner sequencing controls.

&bull; Deliver design documentation and integration components to support prototype installation during the FY2028 Availability.

Requirement 2

COTS PLC-Based Steering Control System Replacement

&bull; Replace the existing steering control system with an open-architecture, commercially available off-the-shelf (COTS) PLC-based design.

&bull; Interface new controls with existing auxiliary and navigation systems.

&bull; Replace or upgrade all electronic components and sub-systems, including Rudder Servo Amplifiers (RSA), Rudder Repeat Backs (RRB), Rudder Angle Transmitters (RAT), and Steering Failure Alarm (SFA) panels to retain full capabilities without requiring exact legacy duplication.

3. Event Schedule

The event structure will follow the below. Please specify which requirements you are interested in upon registration.

Day 1 (26 OCT): DFT & Boiler Controls

0730 - 0830: Shoreside - TBD; Opening remarks, acquisition timeline, and technical overview of DFT, feedwater, and boiler PLC scope.

0830 - 1000: CGC HEALY; Guided walkthrough of Boiler Room, Auxiliary Machinery Spaces, and piping routes aboard USCGC HEALY.

1000 - 1300: Shoreside - TBD; Scheduled Group Guided discussions, questions from industry  for DFT and Boiler automation vendors.

Day 2 (27 OCT): Steering Control System

0730 - 0830: Shoreside - TBD; Opening remarks, acquisition timeline, and technical overview of COTS PLC steering replacement, navigation interfaces, and sub-system requirements (RSA/RRB/RAT/SFA) scope.

0830 - 1030: CGC HEALY; Guided walkthrough of Steering Gear Flat, Bridge Consoles, and associated cable ways aboard USCGC HEALY.

1030 - 1300: Shoreside - TBD; Scheduled Group Guided discussions, questions from industry  for Steering Control system integrators and OEMs.

4. Registration, Security, & Access Guidelines

Due to vessel space and security limitations, company attendance is restricted to a maximum of three (3) representatives per company.

Registration Package Requirements

Interested parties must submit their registration packet to the Points of Contact listed below no later than [Insert Date], 1600 EST. The registration email must include:

	Company Information: Full Legal Name, CAGE Code, and Unique Entity Identifier (UEI).

	Attendee Information: Full Legal Name, Title, Email Address, Phone Number, Date of Birth, and State ID / Passport Number.

	Session Preferences:

		Indicate attendance for Requirement 1, Requirement 2, or Both.

		Request for a Day 2 / Afternoon One-on-One Session (Yes/No) and preferred requirement track.

	Advance Technical Inquiries: (Optional) Written questions or points of clarification regarding the draft SOWs.

⚠️ Security & Safety Instructions

	Citizenship: Attendance is restricted to U.S. citizens only. Valid Government-issued photo identification (e.g., Real ID driver's license or U.S. Passport) is required for base and vessel entry.

	Personal Protective Equipment (PPE): OSHA-compliant PPE is mandatory for shipboard walkthroughs. All attendees must provide their own hard hat, safety glasses with side shields, high-visibility vest, and steel-toe safety footwear. The USCG will not provide PPE.

	Prohibited Items: Cameras, unauthorized recording devices, and wearable electronics with recording capabilities are strictly prohibited in operational shipboard spaces.

	Planning & Market Research Only: This Special Notice is issued solely for informational and acquisition planning purposes in accordance with RFO FAR Part 5 and RFO FAR 15.101

	No Solicitation or Contract Commitment: This notice does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), or Invitation for Bids (IFB). No contract will be awarded as a direct result of this event or notice.

	Cost Reimbursement: The Government will not reimburse attendees for any costs associated with attending this Industry Day, participating in one-on-one sessions, or preparing informational responses.

	No Favorable Consideration: Participation in the Industry Day or any subsequent exchange does not guarantee participation in future procurements nor does it imply favorable consideration in any eventual competitive evaluation.
