## Description

This Notice of Intent is prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions for the NASDSE Membership Requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. The Government intends to make a sole source service contract with the National Association of State Directors of Special Education, Inc. (NASDSE), a non-profit organization to purchase the organization’s annual membership.

NASDSE is the organization that creates, maintains, and leverages strong partnerships with authentic stakeholders to represent the concerns of the state directors of special education in the states and territories to the three branches of the federal government, federal agencies and in pertinent nationwide coalitions. NASDSE’s goal is to ensure children with disabilities will live, learn, work, and participate in their communities.

DoDEA is required to maintain its membership with NASDSE in order to support students with special needs throughout the United States. The Sole Source Authority for this requirement is FAR 13.106-1(b)(1) Only One Source Reasonably Available to support the Government need. The applicable NAICS Code is 611710 - Educational Support Services; Size Standard is $24,000,000. The applicable Product Service Code is U005.

This notice is not a request for quotes; however, any responsible source believing that it can fulfill the requirement may submit a response and/or quote for consideration. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered DUNS and CAGE Code numbers.

A response shall include the following information: Business Name Business registered DUNS and CAGE Code numbers Business POC with name, title, and an email address Business Size and Socio-Economic Status All responses, comments, questions, or concerns regarding this notice may be submitted via e-mail ONLY to khuong.nguyen@dodea.edu by 1500 Eastern Standard Time on 23 April 2025. Responses received before the closing date may be considered by the Government for the purpose of determining the feasibility of competitive procurement. A determination to proceed with noncompetitive procurement is solely within the discretion of the Government.
