## Description

DHRA intends to solicit and award a sole source purchase order to Charter Communications Operating LLC (Spectrum) around 13 September 2024, for the upgrade and continuation of internet services. The action is under the simplified acquisition threshold using the procedures of FAR Part 13. This effort will be sole source due to several key factors: Charter Communications already maintains fiber connections on Patrick Space Force Base, ensuring seamless integration and minimal disruption during the upgrade process.

DEOMI is currently utilizing Spectrum's equipment, services, and wiring infrastructure, which are specifically tailored to meet our needs, and only Spectrum can upgrade these services, ensuring compatibility and continuity. Opting for any other company would introduce significant delays, such as the need for new permits, extensive site surveys, and the installation of new infrastructure, all of which could extend the timeline by several months.

Additionally, choosing another provider would result in substantial duplication of costs to the Government, including expenses for new equipment procurement, additional labor for installation and testing, and potential downtime costs during the transition period, none of which are expected to be recovered through competition. Spectrum's existing presence and capabilities allow for a swift and efficient upgrade process, avoiding potential setbacks associated with new installations.
