As the proprietary agent for these specific licenses within the required environment, PaperThin, Inc. is the only contractor capable of fulfilling the technical constraints of the existing system. The Department of the Army requires the renewal of proprietary CommonSpot Web Content Management System (CMS) software licenses, including standard manufacturer software maintenance, patch updates, and technical support. CommonSpot (developed by PaperThin, Inc.) is the critical underlying platform utilized to manage, secure, and publish digital content across the agency's established web environments, intranets, and public-facing portals The scope of this action includes: CommonSpot CMS Enterprise License Renewals Standard Manufacturer Software Maintenance Agreements (technical support, software patches, and version upgrades) This acquisition is being conducted under the authority of RFO 12.102(a). This notice of intent is not a request for competitive proposals.
