Mesa St, El Paso, TX 79902 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Award under FAR Part 13 – Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items. The intended Contractor is First Net, Wes Amos, Client Solutions Executive, Global Business-Public Sector Solutions, AT&T Mobility. The United States International Boundary and Water Commission (IBWC) has a bona fide need for Cellular Service Renewal. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. FirstNet's services are uniquely positioned to meet our agency's critical communication needs due to their exclusive licensing agreements, which ensure unparalleled access to a dedicated network developed specifically for first responders. No other public or private network can provide the same level of priority service and reliability during emergencies. Transitioning to a different provider would not only disrupt our operations but also compromise the safety and efficiency of our mission-critical communications.
