The FRA is seeking legal services in connection with its administration of grant funding with respect to the Brightline West Project sponsored by the San Bernadino County Transportation Authority (SBCTA) and Nevada Department of Transportation (NDOT) and its project partner DesertXpress Enterprises, LLC, a Nevada limited liability company, d/b/a “Brightline West.” The project was selected for funding under the Federal State Partnership for Intercity Passenger Rail (FSP Program) codified at 49 U.S.C. § 24911 and the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Program was revised and reauthorized in the Infrastructure Investment and Jobs Act (IIJA) (Pub. L. 117-58). This OPEN-MARKET solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures.
