**8/19/2025:** The purpose of Amendment #1 is to post the answer to the question that was submitted against FHF-25-Q-0073. See below:

**Question:** What alternatives are available if we are unable to disclose commercial pricing and names of other customers due to company policy and other considerations? Also, customers have different requirements as it relates to product bundles, sub-models licensed, required use, length of contract, number of users, support level, AUM, and other factors, so a like for like comparison is difficult. We can provide an explanation and justification of the offered pricing. Would this be sufficient?

**Answer:** Yes, an explanation and justification of the offered pricing is sufficient. This is a combined synopsis/solicitation and request for quotations (RFQ) for commercial products or commercial services in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Products and Commercial Services and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)’s reference to FAR 12.102(c).

This announcement constitutes the only solicitation with quotes requested and is being posted SUBJECT TO THE AVAILABILITY OF FUNDS.

The Federal Housing Finance Agency (FHFA) seeks to acquire a flexible, Commercial-Off-the-Shelf behavioral modeling software package fully integrated with FHFA's existing PolyPaths Desktop and Asset Liability Management software which would allow FHFA to map and load mortgage and mortgage-related instrument data along with market and macroeconomic data to produce and validate prepayment, delinquency, default and loss rates used in baseline and scenario market valuations and cash flow analyses.
