## Description

**Special Notice:** FD-2024-283

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) intends to award, on a sole source basis to Kongsberg Underwater Technology, LLC., under the authority of FAR 13.106-1(b)(1), for Net Mensuration System Equipment.

The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Services requirement for Net Mensuration System Equipment.

The Northwest Fisheries Science Center (NWFSC) requires 1) a Kongsberg TV80 Processor, 2) a PxPos position sensor D/T, 3) a PX Mounting Kit, flowsensor, and 4) a Protection cover for PX Flow These four items are all part of a Kongsberg/Simrad PX TrawlEye Depth/Temperature (D/T) wireless catch monitoring sensor system to be delivered to the NOAA Ship Bell M. Shimada and installed during the next dry dock period. NOAA Fisheries intends to test and then operationally deploy a new Multi-Function Trawl system (MFT). The PX TrawlEye system is essential for relaying status of the MFT during fishing operations as well as providing a crisp and detailed presentation of fish in the MFT.

**TECHNICAL SPECIFICATIONS:** NMFS/FRAM/FEAT has started procuring the essential components of a net mensuration system to provide critical information needed to test and operationally deploy the new MFT in both surface and midwater modes, including: Quantity, Part No., Description 1 ea. 419112 TV80 processor 1 ea. 470440 PxPos position sensor D/T 1 ea. 473769 PX Mounting Kit, flowsensor 1 ea. 472520 Protection cover for PX Flow DELIVERY SCHEDULE: The products should be delivered by June 24, 2024 to give the Engineering team on the NOAA Ship Bell M. Shimada adequate time to ensure that all components are on hand and to prepare everything for a smooth installation planned for later in the year.

**DELIVERY LOCATION:** The products should be delivered to the NOAA Ship Bell M. Shimada, Chief ET, 2002 SE Marine Science Drive, Newport, OR 97365.

The Government intends to negotiate a firm fixed price contract. This Special Notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 4 days after publication of this synopsis. Such documentation will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis.

Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Kongsberg Underwater Technology, LLC has the sole capability of providing the requirement stated above.
