## Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) intends to award, on a sole source basis to Noldus Information Technology Inc., under the authority of FAR 13.106-1(b)(1), for Noldus’s EthoVision XT, a Noldus configured computer with MediaRecorder software (which will allow us to record synchronized video using 4 cameras), and upgrades to Ecotox’s existing Noldus EthoVisionXT and MediaRecorder software.

The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Services requirement for Noldus’s EthoVision XT.

The NWFSC Ecotoxicology program needs an additional license of Noldus’s EthoVision XT, a Noldus configured computer with MediaRecorder software (which will allow us to record synchronized video using 4 cameras), and upgrades to Ecotox’s existing Noldus EthoVisionXT and MediaRecorder software to expand our ability to measure the effects of 6PPD-q on the swim behavior vital to the survival of juvenile steelhead.

The chemical 6PPD-q is an oxidized bi-product of tire wear particles and is found in stormwater runoff, which enters streams and rivers during rain events. It is acutely lethal to coho juveniles and returning spawning adults. Additionally, 6PPD-q has been shown to be somewhat lethal to steelhead juveniles, which are listed as threatened under the Endangered Species Act.

Up until now, most of the stormwater science has focused on coho salmon, but steelhead are driving much of the ESA management needs in California and the interior Columbia River Basin. We require these software packages to acquire and measure swim behaviors related to survival including spontaneous swimming speeds, postural behaviors, spatial recognition, startle response, and food recognition. A computer configured by Noldus is required to ensure all hardware and software are properly working before it arrives. This data will help determine the impact on the survival and populations of ESA-listed steelhead. Delivery date: 45 business days after receipt of order (ARO).

The Government intends to negotiate a firm fixed price contract. This Special Notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis.

Such documentation will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Noldus Information Technology Inc. has the sole capability of providing the requirement stated above.
