Description of Requirement

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Department of War (DoW) intends to negotiate on a sole source basis with MISSION SYSTEMS ORCHARD PARK INC (Legal Business Name: Eaton Corporation) for the procurement of Parachutist Oxygen Systems at Edwards AFB.

Justification

In accordance with Air Force Instruction (AFI) 10-3503 (Personnel Parachute Program) and the authoritative policy memorandum issued by the Air Force Personnel Parachute Program (PPP) Office, Air Force personnel are strictly restricted to utilizing parachutist life-support equipment formally approved and published on the USAF PPP Approved For Use List (AUL).

Only the Eaton PHANTOM Parachutist Oxygen Mask Assemblies, ground booster, and associated accessories are explicitly certified on the PPP AUL as authorized equipment for high-altitude military free-fall and static-line parachuting operations.

Parachutist oxygen systems are critical life-support apparatuses operated in extreme, life-threatening high-altitude environments (up to 35,000+ ft MSL) where equipment malfunction or non-standard oxygen delivery rates result in rapid hypoxia, operational failure, severe injury, or death. Sourcing alternative commercial systems that lack formal PPP AUL certification violates Air Force safety policy and introduces unacceptable mission and life-safety risks.

Market Research

The end users searched GSA for oxygen resulting in a singular retailer-Eaton. However, the required oxygen system parts do not appear on GSA. The contracting office then verified information provided by USAF SOCOM and found only Cobham items are approved, however Cobham was bought out by Eaton Corporation. FPDS-NG was searched for similar requirements utilizing the entity's UEI "JAGFLJSK5229" A few similar requirements for Phantom Oxygen systems were found. W911QY26FA132 in particular was similar in nature and value. The SME's were asked to provide the letter from USAF SOCOM and the source list was attached to the letter.

Instructions to Interested Parties

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
