The contract was executed by means of other than full and open competition, as the Government did not entertain bids from authorized resellers because a 25% discount off the retail price was provided by MathWorks when purchasing new products directly from MathWorks. Additionally, authorized resellers add a surcharge on top of the retail price. Therefore, it is significantly cheaper to buy new products directly from the vendor instead of a reseller and the Contracting Officer found that it was in the best interest of the Government to issue a sole source award.
