The responses were evaluated in order beginning with the lowest price and proceeding until the determination was made that a response was both Technically Acceptable and had ‘Exceptional’ Past Performance. The technical evaluation reviewed whether the responses received were aligned with the solicitation and Statement of Work (SOW) requirements. Those responses considered Technically Acceptable proceeded to the Past Performance evaluation where the responses and independent research results were evaluated in accordance with the definitions of recency, relevancy, and quality to determine the past performance rating.
