The Government requires a HAAS brand lathe to ensure compatibility with existing AEDC infrastructure, including current operator knowledge, programming software, and existing compatible tooling. Market research, including three Requests for Information (RFIs) on GSA and a Sources Sought notice on SAM.gov, confirmed that the requirement cannot be met by existing Government-wide contracts and that Phillips Corporation is the only authorized HAAS reseller for the Federal Government. In accordance with FAR RFO 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), the Contracting Officer has documented the decision that only one source is available and the basis for that decision.
