## Description

AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with only one source, Pratt & Whitney Canada (CAGE Code 00198), to meet the Government’s requirement for engineering services and technical expertise support, which includes guidance for specifications, interfacing, communications, hardware analysis and troubleshooting, to aid specific engine testing.

The testing is designed to evaluate the engine's sensitivity to various sand and dust compositions and to assess the rate of deterioration the engine may experience during field operations as a result of repeated landings. The authority found at FAR 13.106-1(b)(1)(i) applies to this acquisition, which states "Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available."

Based on preliminary market research efforts, the Contracting Officer has determined that only one source, Pratt & Whitney Canada, is reasonably available to meet the subject commercial requirement. NAICS code 541330, Engineering Services, will be used to meet the subject requirement. Foreign participation is authorized. This notice of intent is not a request for competitive quotes.

However, the Government will consider all responses received electronically by 12:00 PM CST on 24 November 2025. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
