The Government requires these specific brand name items as this is a follow-on requirement to support existing NFAC wind tunnel operations. The NFAC currently operates two Precision Filters Inc. switch matrices, one in each wind tunnel. This acquisition will provide one system for the AEDC development lab to support NFAC data system development and sustainment, and one system as an operational spare. If alternative switch matrix systems were used, it would require complete replacement of existing infrastructure, resulting in substantial duplication of costs. Specifically, four switch matrices would be required instead of two, effectively doubling the cost to the Government. The brand name justification represents a significant cost savings by allowing continued use of existing hardware while maintaining system integrity. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement in its entirety. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
