The associated North American Industry Classification System (NAICS) code is 513210 (Software Publishers) with a small business size standard of $47M. The Government requires the procurement of Command Professional Editions Licenses and intends to negotiate a sole-source award for this requirement with Slitherine Corporation, 874 Walker Road, Suite C, Dover, DE 19904. The Government has determined that other companies' products do not meet or cannot be modified to meet the Government's needs. The required Command PE Premium Licenses are only offered to the Government by Slitherine Corporation in the U.S., previously done so by Matrix Games LLC. This software contains technical and non-technical information and data of a confidential nature, including trade secrets and proprietary information, techniques, models, inventions, know-how, processes, algorithms, firmware, mask works, software programs, software source documents, formulae, and databases related to the current, future, and proposed products and services. This information includes, but is not limited to, research, experimental work, development, design details, specifications, and engineering, all of which are the property of Slitherine Corporation. These licenses also allow the manipulation for our specific needs and requirements for the research being conducted. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
