The Government organized the proposals in order of Total Evaluated Price and evaluated the technical approach of the lowest priced offerer first. The Government evaluated proposals in ascending order of price until two technically acceptable proposals were found. The Award was made to the lowest price of the two proposals without further consideration to any other offers. While the Government strived for maximum objectivity, the source selection process, by its nature, was subjective; therefore, professional judgment was implicit throughout the entire process.
