The data collected may be shared with other Services and agencies but will not be shared with any entity outside of The United States Government (USG). The USG presents the subject draft RFP for Offerors to review and provide feeback in anticipation of a formal RFP release. The USG inteds to request a firm fixed-price (FFP) proposal for the CKI 2 effort, and a Source Selection will be conducted in accordance with Federal Acquisition Regulation (FAR) 15.3. Questions and/or feedback concerning the content of this draft RFP shall be submitted to AFLCMC.WLNN.ContractingCKI2@us.af.mil no later than 10 business days after the release date. The USG will assess all inputs and determine if there is a need to revise the CKI 2 RFP before formal release. Background – The C-130J Block Upgrade (BU) 7.0/8.1 Retrofit Program is being implemented to maintain access to global airspace, enhance aircraft navigational accuracy and aircrew situational awareness, increase overall C-130J weapon system operational and utility effectiveness, and reduce C-130J systems and parts obsolescence. Additionally, the aircraft modifications are required to comply with mandates issued by the European Aviation Safety Agency (EASA), Federal Aviation Administration (FAA), and Civil Aviation Authorities (CAA) Air Traffic Management (ATM). CKI 2 will be a competitive effort to install BU 7.0/8.1 kits onto Air Mobility Command C-130J (Short and Stretch), WC-130J, and Air Combat Command HC-130J Aircraft. The USAF intends to conduct a best value, trade off source selection in accordance with FAR Part 15. This will be a full and open competition to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for CKI 2 to accomplish the described installations. The pursuant contract will consist of a base Period of Performance (PoP) with annual or semi-annual Task Orders (TOs) which will be issued utilizing a forward pricing matrix. The PoP will commence at contract award through 31 July 2035. It is anticipated that the Contractor will perform 100 percent of the installations in support of this effort.
