The contract is slated to be awarded to McIntosh Safe Corporation. After conducting thorough market research, it has been determined that, per Federal Acquisition Regulation (FAR) 13.106-1(b), only one source is reasonably available to meet the scheduling needs of the United States Government in these circumstances. Market research revealed that McIntosh Safe Corporation is the sole respondent capable of meeting the Government's needs due to the proprietary nature of the supplies involved. This notice does not constitute a request for competitive proposals, and no formal solicitation will be issued. However, all responsible sources capable of fulfilling this requirement are invited to submit a capability statement, proposal, or quotation for consideration by the agency. Interested parties are required to respond via email, providing clear and compelling evidence of their ability to supply the required goods/services no later than the anticipated award date of 15 July 2024. The final decision to compete this action rests solely with the Government, based on the responses received. Lt Col Sean Tucker, AFLCMC/AQ-AZ, Wright-Patterson AFB OH, 45433, has been designated as the Ombudsman to address concerns from offerors or potential offerors during the proposal development phase. The role of the Ombudsman is to relay contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. It's important to note that the existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Confidentiality will be maintained upon request; however, the Ombudsman does not engage in the preparation of solicitations, proposal evaluations, or the source selection process.
