to Sole Source The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Agilent Technologies, Inc., located at 2850 Centerville Rd, Wilmington, Delaware, 19808. This contract is for the procurement of a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) for the Air Force Institute of Technology at Wright-Patterson Air Force Base (WPAFB). Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Agilent Technologies, Inc. is the only source capable of meeting the Government’s minimum requirements as outlined in the Statement of Work (SOW). The WPAFB Air Force Institute of Technology is already equipped with and trained on the proprietary Mass Hunter Software used by the HPLC-MS. Utilizing any other manufacturer's system would require the acquisition of entirely new equipment and force a complete overhaul of established laboratory protocols and research methodologies, resulting in significant operational delays and loss of historical data integrity. Because the High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) and its corresponding software are proprietary to Agilent Technologies, Inc., they are the only source that can provide a system that is compatible with the Government's existing infrastructure and procedural framework. Agilent Technologies, Inc. does not have any authorized distributors for its equipment. This acquisition is being conducted under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, \"Only one responsible source and no other supplies or services will satisfy agency requirements.\" A Justification and Approval for other than full and open competition has been prepared in accordance with RFO 6.104-1, citing the proprietary nature of the required equipment and services. Submission Instructions and Points of Contact: Interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so. The statement must demonstrate the vendor's capability to provide the HPLC-MS system that is 100% compatible with the proprietary Mass Hunter Software and meets all requirements in the Statement of Work. A simple statement of capability is not sufficient. All responses, questions, and capability statements shall be submitted via email to the following points of contact no later than Jul 30, 2026, at 11:00 AM Eastern Time. Contract Specialist: Alejandro Quiles, alejandro.quiles_sanchez.1@us.af.mil Contract Specialist: Brian Algeo, brian.algeo.1@us.af.mil Contracting Officer: Candice Snow, candice.snow@us.af.mil All correspondence sent via email must contain the subject line: \"FA8601-26-Q-0074, High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS).\" Be advised that emails without this exact subject line or with prohibited attachments (.zip, .exe) may be blocked by network filters. This is a combined synopsis/solicitation for commercial products prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through the RFO (effective April 17, 2026) and the Revolutionary Defense Federal Acquisition Regulation Supplement (RDFARS) as of the date of issuance. The Department of the Air Force intends to award a firm-fixed-price contract for Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), on a Lowest Price Technically Acceptable (LPTA) basis. The Schedule of Supplies, place of performance, delivery information, and the full list of applicable provisions and clauses are set forth in the attached SF 1449 and solicitation. Award is subject to the availability of funds. The requirement is for all supplies, labor, and services necessary to procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a follow-on acquisition that requires the new HPLC-MS to be fully compatible and interchangeable with the agency’s existing Agilent equipment and software. The Government's market research indicates that Agilent products utilize proprietary Mass Hunter software for instrument control and data analysis, and no other manufacturer produces a compatible system that can meet the Government's essential need for a single, integrated platform, thereby avoiding the cost of new training and method redevelopment. In accordance with the Revolutionary Federal Acquisition Regulation Overhaul, (RFO) 5.101(c)(4)(vii), the justification for restricting competition is that the proprietary Haworth physical connections and design are essential to the Government's requirement, and no other brand of systems furniture can interface with the existing setup. Therefore, this acquisition is being conducted under the authority of (RFO) 6.103-1. This is a BRAND NAME ONLY requirement. Only brand name Haworth products will be accepted. \"Or Equal\" products will NOT be evaluated. Standardization of Haworth is required to ensure compatibility with existing systems, eliminate duplication of training costs and maintain mission continuity. In accordance with RFO 5.201(c)(3), the approved Brand Name Justification and Approval (J&A) is attached to this posting on SAM.gov. The Department of the Air Force intends to award a firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), on a Lowest Price Technically Acceptable (LPTA) basis. In accordance with the Revolutionary Federal Acquisition Regulation Overhaul, (RFO) 5.101(c)(4)(vii), the justification for restricting competition is that the proprietary Mass Hunter software is essential to the Government's requirement, and no other brand of analytical laboratory instruments can interface with the existing setup. Therefore, this acquisition is being conducted under the authority of (RFO) 6.103-1. This is a BRAND NAME ONLY requirement. Only brand name Agilent products will be accepted. \"Or Equal\" products will NOT be evaluated. Proposals are accepted directly from the Original Equipment Manufacturer (OEM, Agilent) or from Authorized Resellers/Distributors, provided all manufacturer warranties and support commitments transfer fully to the Government. Standardization of Agilent products is required to ensure compatibility with existing systems, eliminate duplication of training costs, and maintain mission continuity. In accordance with RFO 5.201(c)(3), the approved Brand Name Justification and Approval (J&A) is attached to this posting on SAM.gov. This announcement constitutes the only solicitation; offers are requested, and a separate written solicitation will not be issued.
\n\n
This solicitation incorporates provisions and clauses in effect through the RFO, effective 17 April 2026, and the Revolutionary Defense Federal Acquisition Regulation Supplement (RDFARS) as of the date of issuance.
\n\n
The Department of the Air Force intends to award a firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), dated 1 September 2026, on a Lowest Price Technically Acceptable basis. The Schedule of Supplies, place of performance, delivery information, and the full list of applicable provisions and clauses are set forth in the attached SF 1449 and solicitation. Award is subject to the availability of funds.
\n\n
The requirement is for all supplies, labor, and services necessary to procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a follow-on acquisition requiring the new HPLC-MS to be fully compatible and interchangeable with the agency’s existing Agilent equipment and software. The Government’s market research indicates that Agilent products use proprietary MassHunter software for instrument control and data analysis, and no other manufacturer produces a compatible system that meets the Government’s essential need for a single, integrated platform while avoiding the cost of new training and method redevelopment.
\n\n
The approved Brand Name Justification is attached to this posting.
\n\n

\n\n
Submission Instructions
\n\n
Submission Deadline: 25 September 2026, 11:00 a.m. EDT
\n\n
Required Email Subject Line:
\nFA8601-26-Q-0074, Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS)
\n\n
Offerors shall submit proposals by email to all of the following points of contact:
\n\n
\n\t
Candice Snow
\n\tcandice.snow@us.af.mil
\n\t
Alejandro Quiles
\n\talejandro.quiles_sanchez.1@us.af.mil
\n\t
Brian Algeo
\n\tbrian.algeo.1@us.af.mil
\n
\n\n
Format: Submit a single email not exceeding 5 MB.
