This requirement is for an out of scope modification to the original contract to include the upgrade of a second RPU and the installation of three (3) in-pavement sensors. The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. This NAICS code has a small business size standard of $12.5 million. Vaisala Inc. is the only known business capable of meeting the Government’s requirements as they are stated in Attachment 1, Performance Work Statement. Vaisala Inc. holds the proprietary rights to the hardware/software currently used by the Government, and is the only company authorized to calibrate, maintain, and execute necessary adjustments to the system for proper operation. Therefore, it is in the best interest of the Government to award to Vaisala Inc. Please see Attachment 2, Sole Source Justification, for complete details.
