This proposed action is for the acquisition of six (6) workstations for the National Air & Space Intelligence Center (NASIC), located at Wright Patterson Air Force Base (WPAFB), Ohio 45433. It was determined that Elements IV can meet the Government’s specifications as stated in the attached Statement of Work (SOW). The Government intends to solicit and negotiate with only one source using justifications and approvals under the authority of FAR 13.106-1(b)(1), resulting in a Firm- Fixed Price contract. The proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 337214 -Furniture (except wood), office-type, padded, upholstered, or plain, manufacturing. The proposed source is Elements IV Interiors, a division of Space & Asset Management, Inc. at 3680 Wyse Rd Dayton, Oh 45414-2539. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a Sole Source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack the of competition is as follows: Haworth, is the manufacturer of the workstations, and due to their products having proprietary connections that cannot be integrated with non-Haworth products, there are no other entities capable of providing the workstations. To maximize space, NASIC at WPAFB needs workstations that will connect with the existing Haworth workstations it has. In addition, Elements IV is the only capable source of providing the Haworth product, as they have been given exclusive dealer rights to the Dayton area.
