## Description

Update posted 13 November 2024: This is a DRAFT posting of CSO Call 5 titled "Project Marine Duck" under the AFLCMC Data Operation CSO. You are invited to review and comment on the Air Force Life Cycle Management Center (AFLCMC) Data Operation Commercial Solutions Opening (CSO) Call 5 - "Project Marine Duck" solicitation.

The principal purpose of this requirement is to allow AFLCMC to obtain access to, and continuously utilize, a Defense Information Services Agency (DISA) accredited cloud environment to perform modern software development, with a specific focus on C++ development supporting up to 10,000 users, at maximum, between various DoD entities and contractor counterparts.

There is specific interest in environments that have undergone recent positive blue teaming or penetrative assessment results that are releasable to the USG. AFLCMC will conduct this acquisition as a full and open competition under the AFLCMC Data Operation CSO.

AFLCMC anticipates awarding up to two offerors either a FAR-based contract or an Other Transaction Agreement for Prototype Project pursuant to 10 USC 4022. AFLCMC intends to follow the processes identified in the Data Operations CSO unless otherwise noted in the posted Call. Please see the attached cover letter and Attachment 1 - "Technical Requirements" documents for additional information.

Comments regarding the Draft Call and Attachment 1 should be submitted electronically in writing to Marina Schemmel, Contracting Officer, at AFLCMC.AFLCMC.DataOpsCSO@us.af.mil within 14 calendar days after the posting of this Draft Call (No Later Than Wednesday 27 November 2024 at 1159 ET).

This notice serves to announce the intent of AFLCMC to issue a solicitation under the AFLCMC Data Operation CSO titled “Project Marine Duck – CSO Call 5.” The applicable NAICS codes for this requirement are 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) & 541511 (Custom Computer Program Services) and the size standards are $40.0M and $34.0M respectively. The Call will be posted on www.SAM.gov.

No paper copies of the Call will be available and verbal responses will not be accepted. The objectives of the “Project Marine Duck” program will be to allow AFLCMC to obtain access to, and continuously utilize, an IL-4 cloud environment to perform modern software development, with a specific focus on C++ development supporting up to 10,000 users, at maximum, between various DoD entities and contractor counterparts.

There is specific interest in environments that have undergone recent positive blue teaming or penetrative assessment results that are releasable to the USG. AFLCMC intends to request proposals that outline an offeror's experience with infrastructure as code, containerization, and the ability to scale on-boarding and licensing to meet AFLCMC needs.

AFLCMC anticipates either award of a FAR-based contract or an Other Transaction for Prototype Project pursuant to 10 USC 4022. AFLCMC intends to follow the processes identified in the Data Operations CSO unless otherwise noted in the posted Call. Proposal questions will only be accepted once the Call is posted.
