Department of the Air Force, 78th Civil Engineer Group, Robins Air Force Base, Georgia, is issuing this Special Notice under the Robins Agile Practices for Infrastructure Development (RAPID) umbrella framework and pursuant to 10 U.S.C. § 2808a.
\n\n
The Government seeks industry Solution Briefs for an anticipated Other Transaction Agreement (OTA) to restore, modernize, and sustain critical airfield infrastructure at Robins Air Force Base. The requirement includes airfield pavement, runway-overrun, taxiway, drainage, pavement marking, and associated supporting work necessary to improve safe, reliable, and mission-ready aircraft operations.
\n\n
This Special Notice is not an invitation for bids, a request for proposals under the Federal Acquisition Regulation, nor a commitment by the Government to make an award. Any resulting instrument will be an OTA for facility construction and repair under 10 U.S.C. § 2808a.
\n\n
Purpose
\n\n
The purpose of this Area of Interest is to obtain commercially viable, safe, and schedule-credible solutions to restore and sustain airfield infrastructure supporting safe aircraft movement, installation readiness, and continued mission operations at Robins Air Force Base, Georgia.
\n\n
The Government requires an integrated approach to address deteriorated pavement, runway overrun, taxiway, drainage, storm-drain-disposal, pavement-marking, and related airfield infrastructure conditions. The selected approach must provide a practical path to execute the work while minimizing disruption to aircraft operations and controlling construction, safety, environmental, and schedule risks.
\n\n
Project Background and Existing Conditions
\n\n
The current runway and taxiway infrastructure exhibit deterioration, including cracking, displacement, rutting, and other pavement deficiencies that affect long-term serviceability and air-field-operational reliability.
\n\n
Drainage infrastructure near the south end of the runway is overgrown and requires adjustment or corrective work to improve drainage performance and reduce the risk of continued pavement or operational impacts.
\n\n
The work area is congested and affected by ongoing airfield operations, access restrictions, construction staging limitations, and mission requirements. The runway and taxiway may remain in full or partial operation depending on the approved phase of work.
\n\n
Project Areas
\n\n
\n\t
UHHZ210404: Runway 3901 Pavement and Shoulders
\n
\n\n
The Government requires a solution to address deficiencies associated with Runway 3901 pavement slabs, shoulders, pavement condition, and associated maintenance and marking requirements. The desired end state is a safe, serviceable runway with restored pavement integrity, shoulders, markings, and supporting features necessary for continued airfield operations.
\n\n
\n\t
UHHZ210404: South Runway Overrun
\n
\n\n
The Government requires a solution to replace or restore the south runway overrun and associated infrastructure necessary to support safe runway operations. Respondents shall address proposed sequencing, access, staging, safety controls, airfield coordination, and methods for reducing operational disruption.
\n\n
\n\t
UHHZ210404: South Overrun Contingency Work
\n
\n\n
The Government may include additional south-overrun work as a contingent requirement. Respondents shall identify assumptions, cost and schedule impacts, technical dependencies, and proposed activation conditions associated with any contingent work. The Government will determine whether this work is included in the final OTA scope, separately negotiated, or otherwise addressed during Phase 3.
\n\n
\n\t
UHHZ150412: Taxiway C, Facility 3931
\n
\n\n
The Government requires a solution to repair Taxiway C, Facility 3931, and restore safe, reliable aircraft ground-movement capability. The proposed approach should address pavement condition, phasing, aircraft-operational coordination, quality control, inspection, testing, and turnover requirements.
\n\n
\n\t
UHHZ160138: Drainage and Storm-Drain Disposal, Facility 8700
\n
\n\n
The Government requires a solution to correct drainage and storm-drain-disposal deficiencies at Facility 8700. In accordance with the RAPID framework, this project utilizes a Build-Only execution approach under the standalone statutory authority of 10 U.S.C. § 2808a. Because the Government has provided a 100% completed design package and/or specific phasing and repair requirements, this project does not contain a collaborative design-builder phase. Instead, it transitions directly to rapid construction execution under an OTA structure to bypass administrative procurement lag.
\n\n
Competitive Selection Process
\n\n
Phase 1 Solution Brief Requirements
\n\n
The Government reserves the right, at its sole discretion, to determine that a response which does not conform to the requirements or instructions contained in this announcement is ineligible for further consideration.
\n\n
Interested respondents shall submit a Phase 1 Solution Brief in a clear, concise, and organized manner in accordance with this announcement. To facilitate an efficient review, responses shall be prepared in accordance with the instructions and formatting requirements contained in this announcement.
\n\n
Failure to comply with these requirements may increase the risk that the response will not be considered for further evaluation. The Government will evaluate them to identify the most highly qualified parties. Submission Requirement should be submitted by 3:00 PM Eastern Standard Time on or before 30 October 2026.
\n\n
Interested respondents shall submit a Phase 1 Solution Brief consisting of no more than five written pages (5), excluding the cover page.
\n\n
The Solution Brief shall include:
\n\n
\n\t
Cover Page\n\n\t
\n\t\t
Company name
\n\t\t
UEI
\n\t\t
Mailing address
\n\t\t
Primary point of contact
\n\t\t
Email address and telephone number
\n\t\t
Identification of this RAPID AOI
\n\t
\n\t
\n
\n\n

\n\n
\n\t
Executive Summary, Team Composition, and Organization
\n
\n\n
\n\t
Summary of the respondent’s qualifications and anticipated delivery capability
\n\t
Explanation of why the team is qualified for the anticipated requirement
\n\t
The team’s understanding of the Robins Air Force Base operational environment
\n\t
The team’s experience working in operational, secure, airfield, industrial, or similarly constrained environments
\n\t
The team’s proposed approach to Phase 1 collaboration and risk reduction
\n\t
Identification of any material capability, staffing, access, bonding, or teaming assumptions.
\n
\n\n

\n\n
\n\t
Past Relevant Construction Capability and Experience
\n
\n\n
\n\t
Minimum Requirement: The Company must demonstrate a minimum of five (5) years of experience successfully executing construction projects of comparable size, scope, and complexity. Instead, it transitions directly to rapid construction execution under an OTA structure to bypass administrative procurement lag.\n\nCompetitive Selection Process\n\nPhase 1 Solution Brief Requirements\n\nThe Government reserves the right, at its sole discretion, to determine that a response which does not conform to the requirements or instructions contained in this announcement is ineligible for further consideration.\n\nInterested respondents shall submit a Phase 1 Solution Brief in a clear, concise, and organized manner in accordance with this announcement. To facilitate an efficient review, responses shall be prepared in accordance with the instructions and formatting requirements contained in this announcement.\n\nFailure to comply with these requirements may increase the risk that the response will not be considered for further evaluation. The Government will evaluate them to identify the most highly qualified parties. Submission Requirement should be submitted by 3:00 PM Eastern Standard Time on or before 30 October 2026.\n\nInterested respondents shall submit a Phase 1 Solution Brief consisting of no more than five written pages (5), excluding the cover page.\n\nThe Solution Brief shall include:\n\n• Cover Page\n\n• Company name\n\n• UEI\n\n• Mailing address\n\n• Primary point of contact\n\n• Email address and telephone number\n\n• Identification of this RAPID AOI\n\n• Executive Summary, Team Composition, and Organization\n\n• Summary of the respondent’s qualifications and anticipated delivery capability\n\n• Explanation of why the team is qualified for the anticipated requirement\n\n• The team’s understanding of the Robins Air Force Base operational environment\n\n• The team’s experience working in operational, secure, airfield, industrial, or similarly constrained environments\n\n• The team’s proposed approach to Phase 1 collaboration and risk reduction\n\n• Identification of any material capability, staffing, access, bonding, or teaming assumptions.\n\n• Past Relevant Construction Capability and Experience\n\n• Minimum Requirement: The Company must demonstrate a minimum of five (5) years of experience successfully executing construction projects of comparable size, scope, and complexity. The evaluation process consists of:\n\nStep 1: RAPID Phase 1 Equivalent\n\nEvaluation of written Solution Brief to establish a short-list of the most highly qualified firms. Price is not evaluated in Step 1.\n\nStep 2: RAPID Phases 2 & 3 Equivalent\n\nInteractive Pitch Presentations/Interviews and evaluation of the Price Proposal (short-listed teams only) to determine the final best-value selection.\n\nStep 1: Statement of Qualifications Evaluation Factors\n\nFactor 1: Past Relevant Construction Experience\n\n• Minimum Requirement: The Company must demonstrate a minimum of five (5) years of experience successfully executing construction projects of comparable size, scope, and complexity. Contractors must have previous experience on Government runway/ taxiway projects that entail repair or replacement or new construction\n\n• Focus: Historical performance in occupied facilities, managing congested site logistics, working in restricted areas (e.g., flightlines), and adhering to environmental and safety standards.\n\nFactor 2: Team Composition and Organization\n\n• Focus: Adequacy of the proposed organizational structure and the qualifications of Key Personnel (Project Manager, full-time Site Superintendent, Site Safety and Health Officer, and Quality Control Manager).\n\nFactor 3: Construction Execution and Phasing Approach\n\n• Focus: Technical understanding of the 100% Government-furnished design, methodology for physical work execution, utility outage coordination, and the realism of the proposed master schedule. The evaluation will assess the team's ability to provide continuous on-site leadership and effectively coordinate with Government personnel daily.\n\nStep 2: Pitch Presentation and Price Evaluation (Final Down-Select)\n\nThe Government may invite selected respondents to participate in an oral presentation or pitch. Phase 2 may assess the respondent’s technical approach, constructability, airfield-operational integration, phasing, site logistics, safety, environmental approach, risk management, collaboration capability, and preliminary schedule approach. Specific instructions will be provided with invitation to the pitch day.\n\nShort-listed firms will be invited to an interactive Pitch Presentation and must submit a formal Price Proposal. Final selection will be based on a best-value tradeoff between the technical presentation factors and price:\n\nFactor 1: Constructability Review and Risk Management (Presentation)\n\n• Focus: Capacity to identify potential field conflicts, manage supply chain volatility, and mitigate risk (e.g., unforeseen site conditions, hazardous materials, weather delays) using the provided 100% design and phasing plan.\n\nFactor 2: Collaborative Execution and Problem-Solving (Presentation/Q&A)\n\n• Focus: Ability to work cooperatively with base stakeholders and the Project Delivery Team to resolve real-time field conflicts, safety incidents, or schedule recovery actions.\n\nFactor 3: Financial Capacity and Bonding\n\n• Focus: Demonstrated financial capacity to support the anticipated project magnitude and, if required by the final OTA, sufficient bonding capacity.\n\n• Focus: The estimated magnitude of construction associated with this Area of Interest (AOI) is $58M to $108M. This range is provided for planning purposes only and does not constitute an explicit funding guarantee or disclose the Independent Government Estimate. This range is provided to assist interested offerors in determining the necessary single-project and aggregate bonding capacity required to support the subsequent construction agreement.\n\nFinal Selection and Award\n\nThe Government will make a final best-value down-select decision. The Company to be awarded is the company’s whose combined technical qualifications, execution pitch, and price proposal represent the most advantageous offer to the Government.\n\nThe Government will address the applicability of Davis-Bacon, prevailing-wage, and other labor requirements during the Pitch phase or before award; any requirements determined applicable will be incorporated into the resulting OTA.\n\nGovernment Reservations\n\nThe Government reserves the right to:\n\n• Invite, not invite, or limit respondents advancing to later phases;\n\n• Conduct technical exchanges;\n\n• Request clarifications or supplemental information;\n\n• Negotiate with one or more respondents;\n\n• Modify, suspend, or cancel this Special Notice;\n\n• Issue additional notices or requests; and\n\n• Make no award.\n\nAttachments\n\n• SOO for PAVE OTA final\n\n• 2b. Contractors must have previous experience on Government runway/ taxiway projects that entail repair or replacement or new construction\n\n• Focus: Historical performance in occupied facilities, managing congested site logistics, working in restricted areas (e.g., flightlines), and adhering to environmental and safety standards.\n\n• Financial Capacity and Bonding\n\n• A statement of financial capacity to perform the anticipated work\n\n• Current single-project and aggregate bonding capacity, if bonds are anticipated;\n\n• Name of surety\n\n• Any other information necessary to demonstrate capacity to perform the anticipated project.\n\n• Construction Execution and Phasing Approach\n\n• Technical understanding of the 100% Government-furnished design\n\n• Methodology for physical work execution\n\n• Utility outage coordination\n\n• The realism of the proposed master schedule\n\nEvaluation & Selection Criteria\n\nThe Government will utilize a two-step, Best-Value selection process mapped to the RAPID framework to select the Company. The proposed approach should address existing drainage conditions, water management, constructability, site access, protection of adjacent infrastructure, environmental controls, and integration with related pavement and airfield work.\n\nOTA & RAPID Framework Approach\n\nThis project is being executed as an Area of Interest (AOI) under the overarching RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program Notice. Submission Requirement should be submitted by 3:00 PM Eastern Standard Time on or before 30 October 2026.\n\nInterested respondents shall submit a Phase 1 Solution Brief consisting of no more than five written pages (5), excluding the cover page via email to the designated point of contact listed.\n\nThe Solution Brief shall include:\n\n• Cover Page\n\n• Company name\n\n• UEI\n\n• Mailing address\n\n• Primary point of contact\n\n• Email address and telephone number\n\n• Identification of this RAPID AOI\n\n• Executive Summary, Team Composition, and Organization\n\n• Summary of the respondent’s qualifications and anticipated delivery capability\n\n• Explanation of why the team is qualified for the anticipated requirement\n\n• The team’s understanding of the Robins Air Force Base operational environment\n\n• The team’s experience working in operational, secure, airfield, industrial, or similarly constrained environments\n\n• The team’s proposed approach to Phase 1 collaboration and risk reduction\n\n• Identification of any material capability, staffing, access, bonding, or teaming assumptions.\n\n• Past Relevant Construction Capability and Experience\n\n• Minimum Requirement: The Company must demonstrate a minimum of five (5) years of experience successfully executing construction projects of comparable size, scope, and complexity. Price is not evaluated in Step 1.
\n\n
Step 2: RAPID Phases 2 & 3 Equivalent
\n\n
Interactive Pitch Presentations/Interviews and evaluation of the Price Proposal (short-listed teams only) to determine the final best-value selection.
\n\n
Step 1: Statement of Qualifications Evaluation Factors
\n\n
Factor 1: Past Relevant Construction Experience
\n\n
\n\t
Minimum Requirement: The Company must demonstrate a minimum of five (5) years of experience successfully executing construction projects of comparable size, scope, and complexity. Contractors must have previous experience on Government runway/ taxiway projects that entail repair or replacement or new construction
\n\t
Focus: Historical performance in occupied facilities, managing congested site logistics, working in restricted areas (e.g., flightlines), and adhering to environmental and safety standards.
\n
\n\n
Factor 2: Team Composition and Organization
\n\n
\n\t
Focus: Adequacy of the proposed organizational structure and the qualifications of Key Personnel (Project Manager, full-time Site Superintendent, Site Safety and Health Officer, and Quality Control Manager).
\n
\n\n
Factor 3: Construction Execution and Phasing Approach
\n\n
\n\t
Focus: Technical understanding of the 100% Government-furnished design, methodology for physical work execution, utility outage coordination, and the realism of the proposed master schedule. The evaluation will assess the team's ability to provide continuous on-site leadership and effectively coordinate with Government personnel daily.
\n
\n\n
Step 2: Pitch Presentation and Price Evaluation (Final Down-Select)
\n\n
The Government may invite selected respondents to participate in an oral presentation or pitch. Phase 2 may assess the respondent’s technical approach, constructability, airfield-operational integration, phasing, site logistics, safety, environmental approach, risk management, collaboration capability, and preliminary schedule approach. Specific instructions will be provided with invitation to the pitch day.
\n\n
Short-listed firms will be invited to an interactive Pitch Presentation and must submit a formal Price Proposal. Final selection will be based on a best-value tradeoff between the technical presentation factors and price:
\n\n
Factor 1: Constructability Review and Risk Management (Presentation)
\n\n
\n\t
Focus: Capacity to identify potential field conflicts, manage supply chain volatility, and mitigate risk (e.g., unforeseen site conditions, hazardous materials, weather delays) using the provided 100% design and phasing plan.
\n
\n\n
Factor 2: Collaborative Execution and Problem-Solving (Presentation/Q&A)
\n\n
\n\t
Focus: Ability to work cooperatively with base stakeholders and the Project Delivery Team to resolve real-time field conflicts, safety incidents, or schedule recovery actions.
\n
\n\n
Factor 3: Financial Capacity and Bonding
\n\n
\n\t
Focus: Demonstrated financial capacity to support the anticipated project magnitude and, if required by the final OTA, sufficient bonding capacity.
\n\t
Focus: The estimated magnitude of construction associated with this Area of Interest (AOI) is $58M to $108M. This range is provided for planning purposes only and does not constitute an explicit funding guarantee or disclose the Independent Government Estimate. This range is provided to assist interested offerors in determining the necessary single-project and aggregate bonding capacity required to support the subsequent construction agreement.
\n
\n\n
Final Selection and Award
\n\n
The Government will make a final best-value down-select decision. The Company to be awarded is the company’s whose combined technical qualifications, execution pitch, and price proposal represent the most advantageous offer to the Government.
\n\n
The Government will address the applicability of Davis-Bacon, prevailing-wage, and other labor requirements during the Pitch phase or before award; any requirements determined applicable will be incorporated into the resulting OTA.
\n\n
Government Reservations
\n\n
The Government reserves the right to:
\n\n
\n\t
Invite, not invite, or limit respondents advancing to later phases;
\n\t
Conduct technical exchanges;
\n\t
Request clarifications or supplemental information;
\n\t
Negotiate with one or more respondents;
\n\t
Modify, suspend, or cancel this Special Notice;
\n\t
Issue additional notices or requests; and
\n\t
Make no award.
\n
\n\n
Attachments
\n\n
\n\t
SOO for PAVE OTA final
\n\t
2b.
